Senior Technical Advisor, Tuberculosis

MAIN PURPOSE

The Senior Technical Advisor, Tuberculosis will provide technical leadership and coordination for Tuberculosis (TB) initiatives supported under the Global Fund TB grant and other donors in line with the National Strategic Plan for TB, Leprosy and Lung Disease and other Ministry of Health policies and guidelines. The role will engage with internal and external stakeholders, and lead capacity building efforts for project and implementing partner staff to ensure achievement of deliverables for Tuberculosis grants.

KEY DUTIES AND RESPONSIBILITIES

Supervision, Oversight and Technical Leadership

  • Provide technical leadership to achieve quality programmatic and financial sustained outcome and targets, while ensuring Amref, Global Fund and AICS operational policies and guidelines.
  • Mentor, support, supervise and manage the Global Fund TB technical staff, including two TB Project Officers directly, and three Project Associates reporting to them, and AICS TB Project Associate. This will include technical, administrative, staff development and coordination roles to align efforts towards ensuring rapid and sustainable results.
  • Lead efforts to develop capacity of CSOs to implement, monitor and report on grants awarded through provision of technical advice, programmatic guidance, and mentorship. This will be done through virtual and physical engagements, including onsite visits, oversight on review of sub-recipient reports, and selection of qualified sub-recipients.
  • Provide strategic and technical input and direction in the preparation of annual work plans and progress monthly, quarterly and annual reports relating to the projects’ reports as per donor requirements.
  • Support the Ministry of Health to develop, review and implement policies, guidelines and strategy documents for TB diagnosis and management both at national and county levels.
  • Provide technical and programmatic guidance in the development and writing of new concepts and proposals for fundraising.

Coordination and Linkages

  • Catalyse linkages with the Government of Kenya, donors and other key stakeholders by comprehensively representing the Amref as a TB subject matter expert at consultative meetings with the Government, the Global Fund and other donors, Kenya Coordinating Mechanism and key stakeholders at various forums to strengthen networks and partnerships and ensure quality implementation. These will include TB Health Sector Working Committee, Committees of Experts, planning and progress review meetings, and conferences, nationally and internationally, as well as content development for press releases and other similar documents as required.
  • Co-ordinate and participate in design, planning and implementation of Global Fund TB and AICS Italy project technical grant activities and strategies. This includes leading efforts in grant writing and negotiation for TB related interventions, coordination of timely grant start-up and follow up for quality implementation.
  • Work closely with the National TB Program to ensure Global Fund grant and AICS activities are implemented in line with national strategies and guidelines for quality health service delivery.
  • Liaise with national and county level government officials and technical partners in planning for joint activities and officially communicate on any such engagements on behalf of the Amref Global Fund TB grant.

Monitoring and Evaluation

  • Work closely with the Amref and Global Fund TB Monitoring and Evaluation teams to strengthen existing M&E systems at Principal Recipient and Sub Recipients levels, and within Amref, including participation in operational research.

Qualifications

Experience

  • Minimum of seven (7) years relevant work experience in a busy NGO working in health programming, preferably in the TB and HIV/AIDS field.
  • Hands on experience in project coordination, monitoring, reporting, and documentation.

Education

  • Bachelor of Medicine and Bachelor of Surgery (MBChB)
  • Master’s degree in Public Health or a related field

Skills and Competencies

  • Ability to communicate effectively in English (written and spoken).
  • Excellent communication and interpersonal skills and ability to work as part of a multicultural team.
  • Able to work under pressure and on multiple tasks.
  • Dynamic, self- motivated and able to demonstrate initiative.
