Policy Brief Development Consultant, UN-REDD AFF Project

- The consultant will perform the following tasks: 1
- Analyze reports from six policy dialogues as well as the reports from six national consultations and other country-specific documents (see above) and identify key issues holding back REDD+ progress in each of the Six countries.
- Develop a Policy Brief for each of the six countries, to be used as a basis for advocating decision-makers for realistic, ambitious and actionable pathways to help solve the identified issues.
- Address any comments and changes that will arise from the internal Publishing Board review process, UN-REDD team and other project partners including overseeing the final validation of the briefs before publishing.
Qualifications/special skills
- An advanced-level university degree (master’s degree or equivalent) in environmental policy, sustainable development, forestry, social sciences or related field is required (a PhD will be a plus).
- A first-level university degree level in the above-mentioned fields, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- A minimum of five years’ experience in REDD+, forestry and climate mitigation, forest policy, forest management, climate change, ecosystem management or related fields is required. Experience of research in forest resources or natural resource management with publications is also required.
- Advanced knowledge of processes and policies related to REDD+, forest conservation, carbon markets, and sustainable forest management in Africa is required.
- Proven Experience in developing and releasing articles and policy briefs or similar documents aimed at influencing decision/policymaking is required.
- Experience working with Government stakeholders and knowledge of decision-making processes in African context, including in REDD+ is desired. Experience working on international development, environmental conservation or climate change mitigation context is desired.
- Skills: Strong research and analytical thinking
- Policy development and advocacy Knowledge of articles and policy briefs writing and editing,
- Basic computer skills and knowledge of Microsoft Office, Good communication, adaptability and time management skills, Ability to identify priorities and to work under tight deadlines is desirable, Excellent sense of teamwork,

- The Consultant will undertake the following tasks and responsibilities in close collaboration and consultation with the Policy and Programme Division team and other UNEP divisions and offices:
- Support the development of a forward-looking, actionable strategic framework for 2026–2029, including strategic priorities aligned with UNEP’s MTS and SDG mandates, a robust theory of change, and an innovative results-based management system with measurable indicators.
- Conduct iterative review sessions with internal and external experts to refine the strategic framework and ensure alignment with UNEP’s goals and stakeholder expectations.
- Facilitate comprehensive validation and review processes for the strategic framework, incorporating stakeholder feedback through participatory decision-making tools and consensus-building models.
- Draft Section on “The Future of UNEA” and Review and Revise the Executive Director’s Report to UNEA
- including a situational analysis, priority recommendations, and policy solutions addressing critical global environmental challenges.
- Conduct bilateral consultations with key stakeholders to ensure the Executive Director’s Report reflects diverse perspectives and addresses identified gaps.
- Deliver draft final versions of the strategic framework and the Executive Director’s Report.. Reporting lines The Consultant will report to the Deputy Director, Policy and Programme Division.
Qualifications/special skills
- Advanced university degree in environment, sustainable development, public /business administration, economics or other relevant discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
- At least ten (10) years of progressively responsible professional experience in programme/project planning, development, coordination, implementation and evaluation. Managerial experience in environmental and sustainable development and policy analysis. Knowledge of UN programme planning and of UNEP institutional mandates, policies, guidelines and administrative processes.policies, guidelines and administrative processes.
- Working experience in developing countries and knowledge of the institutions of the UN system is desirable.

- The intern will support the GEF Coordination Office’s programmatic functions, more specifically:
- Assist in the planning, implementation, and monitoring of environmental projects. This includes coordinating with different stakeholders, ensuring project timelines are met, carry out data analysis using analytical tools to inform decision-making, data cleaning, and participating in the monitoring and evaluation of project outcomes and impacts.
- Additionally, preparing evaluation reports and recommending improvements.
- Assist in GEF Portfolio disclosure on key platforms such as UNEP Open Data and GEF Portal.
- Handle internal processes including project registry and follow-ups, responding to requests for GEF portfolio data, working with other team members to gather necessary information and articulate a response.
- Supporting communication and outreach activities to promote UNEP’s initiatives and engage with partners and the public.
- Assisting in following up with five GEF Focal Areas to identify and pre-empt issues, ensuring reports are delivered on time.
Qualifications/special skills
- Applicants must meet one of the following requirements:
- be enrolled in, or have completed, a graduate school programme (second university degree or equivalent, or higher).
- be enrolled in, or have completed, the final academic year of a first university degree programme (minimum bachelor’s degree or equivalent).
- Academic background in programme focused on natural science, social sciences, sustainable development, communication, or economic discipline, or a related field.
