Job Purpose
This position is responsible for coordination and implementation of policies, procedures, plans, strategies, standards and guidelines relating to the functions of the internal audit and risk to enhance the effectiveness and efficiency of the Commission’s mandate.
Key Duties and Responsibilities:
Managerial / Supervisory Responsibilities
- Supervise the execution of audit & risk work activities to ensure completion of audit & risk work plan.
- Supervise internal audit and risk teams to ensure completion of audit & risk assignments.
- Supervise the preparation of audit reports to ensure they meet the required quality standards for reporting to Management and the Audit Committee of the Board.
- Supervise the application of audit procedures and methodology to ensure compliance with internal auditing policies, procedures and professional best practices.
Operational Responsibilities / Tasks
- Preparation of Audit committee papers for presentation to ensure timely reporting and compliance with Audit Committee Charter.
- Report on the implementation status of internal audit recommendations to establish level of compliance by management.
- Review the reports on audit of controls and processes across the Commission to ensure operational effectiveness in attainment of Commission objectives
- Work with other audit assurance providers to develop and perform integrated audits of key business systems to ensure effective utilisation of audit resources.
- Execute specialized audits to respond to emerging issues and challenges.
- Undertake the identification and evaluation of risks in the development of the division’s risk register.
- Maintain records pertaining to Division on all administrative matters.
- Supervise staff performance and build capacity including mentoring, coaching, staff appraisals and development of staff in the division.

Experience and Minimum Qualifications

- Certified Public Accountant (K) or Certified Internal Auditor or Certified Information systems Auditor or ACCA.

Job Purpose
This position is responsible for conducting research on various human rights issues with the objective of informing the Commission’s interventions in relation to legislation, policy and implementation of human rights concerns and that the State complies with regional and international human rights standards.
Key Responsibilities
- Preparing and developing data collection tools/instruments;
- Conducting research on identified thematic areas of human rights including desk reviews and field data collection; compiling and disseminating reports;
- Participate in monitoring, conducting reviews and generating periodic reports on state compliance with its regional and international human rights obligations under treaties and conventions;

Job Purpose:
This position is responsible for the Preparation of books of accounts, carrying out bank reconciliation, monitoring regional budgetary expenditure and making timely payment for services and goods provided to the regional office.
Key Duties and Responsibilities:
- Monitor store supplies to determine stationery and other material needs, take inventory of office consumption to be able to project future requisition needs and report on these in good time.
- Draft quarterly budgets forecast for regional office and account for expenses using store inventory reports to keep accountable for office procurements and spending in operational tools.
- Maintain and update cashbook daily to ensure the account does not run into overdraft.
- Perform bank reconciliations of regional bank account and forward the same to the head office monthly.
- Ensure proper tracking of the regional office bank account and report on balances and deficits on a regular basis to account for funds spent through the maintenance of the cash office book, reconciliation of cash at hand and ban records, managing petty cash and imprest.
- Liaise with suppliers of goods and services. Receive invoices, prepare payment vouchers, seek authority before cheque writing to keep track of accountabilities and make timely payments for goods and services utilized for the operations of the regional office.

Job Purpose
The Transport Assistant will support the daily operations of the transport department by ensuring the safe and efficient transfer of the Commission’s staff and visitors to respective destinations, overseeing the smooth mechanical operation of the Commission fleet, assistance with route planning, vehicle maintenance, monitoring compliance with transport regulations and internal policies, and performing administrative tasks related to transport department.
Key Responsibilities
- Advising on matters relating to Commission’s fleet including major repairs and carrying out minor repairs on Commissions fleet.
- Facilitate the transfer of Commission staff to field activities on time and in a safe and reliable manner.
- Pick and drop official Commission visitors and staff, to and from airport and take them to their required destination.
- Inform the Administration Officer of due motor vehicle insurance and mechanical service of all Commission vehicles.
- Ensure the cleanliness of the Commission vehicle at all times, carry out routine basic service check before use of the vehicle and report any defects to the Administration Officer
- Safeguard, maintain and update vehicle related documentation including vehicle log (indicating date, description of journey, correct odometer reading at start and end of journey, time (am or pm) and ensuring that all entries are correct and accurate.
- Ensure a work ticket is produced and approved before taking up any assignment and record all details including use of fuel card before submission to Administration Officer.
- Observe defensive driving skills at all times during transfers to ensure fuel efficiency and forecast potential hazards ahead and avoid the said hazard.
- Perform minor routine vehicle maintenance service and advice the supervisor on general service and maintenance/ repair of the vehicle parts as necessary.
- Collect assignment schedules from Administration Officer and carry out official errands such as payment of utility bills, collect and deliver mails and collect approved visas on behalf of commission staff.
- Assist in basic support functions of Office administration i.e., photocopies, binding and filing when in the office, pending a transfer assignment.
- Oversees the transport unit and supervise drivers as may be delegated from time to time.
Skills, Experience and Minimum Qualifications
- Diploma in Business Administration or equivalent training from a recognized institution.
- Kenya Certificate of Secondary Education (D+) or equivalent grade and a clean, valid Kenyan driving license (Classes B, C, C1, D2) with knowledge of Kenyan road rules and the Highway Code.
- 3 years relevant work experience
- Computer literacy.
- Knowledge of major towns in Kenya.
- Knowledge of relevant legislation (Traffic Act).
- Passed Occupational Trade Test I for Drivers;

- Demonstrated outstanding professional competence in driving.
