Background
- The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on the performance of the counties in the execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section20).
- For better execution of its mandate, the Council of Governors is established in various sectorial working Committees and Departments. To enable the Council achieve its mandate and vision, the Council wishes to recruit an Intern to support the Internal Audit Department at the Council:
Scope of Assignments
- Reporting to the Internal Auditor, the intern will perform the following duties and responsibilities:
- Assist in carrying out internal audit assignments as outlined in the audit plan in compliance with auditing standards.
- Assist in gathering, collating, and analyzing data on financial records, systems, and processes to ensure efficiency and effectiveness of funds utilization.
- Assist in collecting data on periodical financial returns, estimates, and expenditures.
- Ensure all information is filled, updated, and readily available as and when required
- Compile working papers and prepare audit draft report(s) with findings and recommendations where necessary.
- Assist in preparing working papers and audit reports in line with quality standards;
- Assist in daily tasks and departmental projects under supervision
- Performing any other duty as assigned by the supervisor.
Duration of the assignment
- The internship duration is for six (6) months.
Required Qualifications
- Have a Bachelor’s Degree in Accounting, Finance, Economics, Commerce or Law;
- Have a minimum of CPA Part 2 qualification
- Certificate in Computer applications.
- Experienced in undertaking comprehensive research;
- Outstanding Interpersonal, analytical, and communication skills;
- Ability to follow deadlines, accuracy, and attention to detail;
- A high level of computer literacy and proficiency in written and spoken English and Kiswahili; and
- Ability to work independently and as part of a team.

Job Purpose
To Implement and undertake the activities, programs, and projects of the knowledge management function.
Reporting to the Manager, Planning, Monitoring, and Knowledge Management, the Program Officer will perform the following duties and responsibilities:
- Implement comprehensive knowledge management initiatives, activities and strategies;
- Follow up on Communities of Practice (COPs) at the Maarifa Center;
- Train and coach Council technical teams and County Officials on knowledge-capturing and sharing and control of knowledge assets;
- In collaboration with the Communication team, identity, package and disseminate case stories and knowledge products that demonstrate best practices and lessons learnt from the Counties in performance of their functions;
- Design and facilitate models that enable institutionalization and mainstreaming of knowledge development, management and sharing;
- Disseminate knowledge internally and externally (within and outside with partners and other stakeholders);
- Monitor the application of shared knowledge to improve service delivery in Counties;
- Regularly convene meetings with Sector colleagues and Sector Knowledge Management Focal Persons to ensure continuous capturing, managing and sharing of critical knowledge in the organization;
- Provide support in the development of tools for assessment and baseline surveys to determine the information needs of various players;
- Test modern Resource Centre products and services for effectiveness, quality, and responsiveness to the Council’s needs e.g. the audio-visual equipment;
- Create avenues for exchange of information, converting data into valuable information and ensuring its accessibility and usage;
- Create, discover, and disseminate information within the Council;
- Maintain library media, books, and related reference materials;
- Process data requests by responding to queries and assisting clients in accessing information tools and resources;
- Participate in the preparation and implementation of the division’s annual work plan and budget;
- Mainstream and implement international and regional obligations, treaties, and agreements related to the division;
- Draft where necessary, sector-specific policies, regulations, strategies, standards, and guidelines;
- Implement Council decisions relating to the division and mandate;
- Implement intergovernmental resolutions relating to the division;
- Organise induction and capacity development initiatives for County Officials;
- Coordinate inter County knowledge sharing and learning on the performance of devolved functions;
- Present division reports and matters to the Senior Knowledge Management Manager;
- Implement management decisions relating to the division; and
- Represent the Council in intergovernmental sector forums of relevance to the division.
- Manage strategic collaborations, linkages, and partnerships for the division; and
- Guide and mentor the division’s interns.
- Track the implementation of approved division annual budgets;
- Utilise and manage the division’s resources prudently;
- Participate in the development of financing agreements related to programmes and projects relevant to the division;
- Resource mobilization for the division; and
- Comply with internal controls in the utilization of budgets by the division’s activities, projects and programs.
- Guide and mentor the assistants and interns.
Minimum Qualifications and Experience:
Academic and Professional Qualifications
- Bachelor’s degree in any of the following disciplines: Library Studies, Information Science or in a related field from a recognized institution.
Experience
- At least three (3) years experience in public or private sector employment in a reputable organization.
Functional Skills
- Thorough understanding of national goals, policies, and objectives, and ability to relate them to the Council’s mandate.
- Thorough understanding of Devolution as envisioned in the Constitution.
- Understanding of financial and human resource management.
- Good understanding of government policies, regulations, and procedures.
- Understanding in policy development and strategy implementation.

- Assist in any responsibility related to the Human Resource, Labour, and Social Welfare Committee;
- Assist in convening and taking minutes for Human Resource, Labour, and Social Welfare Committee meetings;
- Assist in welcoming and greeting guests, visitors, staff, and the general public visiting the Council;
- Assist in responding to questions from guests, visitors, and the general public, and making appropriate referrals;
- Assist in operating the telephone switchboard, answering and redirecting all incoming telephone calls including answering all incoming caller’s inquiries appropriately;
- Timely retrieval of files, correspondences, and other documents;
- Performing any other duty as assigned by the supervisor.

Scope of Assignments
Reporting to the Legal Officer, the intern will perform the following duties and responsibilities:
- Assist in monitoring Bills from the Senate and National Assembly;

- Assist in monitoring the Kenya Gazette;
- Assist in coordinating logistics in the Legal and other COG meetings;
- Assist in following up on actions pursuant to meetings, MOUs, Legal deeds, and annual returns;
- Ensure up to date documentation of important Legal paperwork;
- Research and prepare Legal briefs on Legal issues confronted in the Council;
- Compile any required information and maintain documentation;
- Assist in convening and taking minutes for the bi-weekly Committee meetings;
- Assist in research on contemporary issues regarding Planning, Budgeting, Accounting, Monitoring and evaluation;
- Assist in preparation of press statements in conjunction with the Communication Department;
- Assist in tracking of the media reports on the Legal matters and developing a status update matrix on the decisions taken from time to time on the issues highlighted;
- Maintaining and providing access to statutory registers for the supervisor;
- Support in the implementation of the Legal Department workplan;
- Performing any other duty as assigned by supervisor.
